INNOVATION ECONOMY
The article examines modern approaches to evaluating the effectiveness of innovation development as a key factor in increasing competitiveness across enterprises, regions, and national economies. It reviews both traditional and contemporary assessment methods, including financial metrics (NPV, ROI, IRR), the Balanced Scorecard (BSC), Data Envelopment Analysis (DEA), ESG criteria, and index models (GII, regional innovation indices). The paper analyzes case studies from major Russian industrial companies (Rosatom, SIBUR, Metalloinvest) and national evaluation systems. Emphasis is placed on the shift from cost-based analysis to systemic impact assessment, including environmental, social, and institutional dimensions. The need for digital transformation of monitoring, hybrid methodologies, and consideration of delayed and intangible effects is substantiated. The article proposes directions for improving current evaluation frameworks based on best international practices and the specifics of the Russian innovation ecosystem.

The author examines the National Academy of Sciences of Belarus as an established, integrated, multifunctional system and identifies a number of specific conditions for its sustainable and effective further development.

The origin of Belarusians, the formation of their civilizational, linguistic, and cultural affiliation starting from prehistoric times and the era of antiquity are analyzed. It is stated that Belarusians are an ancient ethnic group of the population of Eurasia, which took an active part in many world-known, fateful for the continent historical events.
There are given the research results of the investigated engineering structures remains found at the bottom of Lake Dzerba in the Braslav district. The authors give the prior conclusions about the purpose of the studied object, historical period and a certain economic department it belonged to.
DISSERTATION RESEARCH
The authors presented a new technological concept for precise observations of the atmospheric boundary layer. There were shown the advantages of this development for various purpose measurements, from meteorological forecasting to environmental monitoring.
This article examines the risks of potential economic losses that may arise from failures in automated and intelligent rail transportation management systems. A methodology for assessing the impact of failures on the transportation management system is proposed. Calculations are made and patterns of the impact of failures in automated and intelligent systems on the transportation management system are established, including the operational management of train, station, and freight operations; operational planning of train, freight, and station operations; and operational regulation. It is proven that the transition from information to intelligent planning systems can significantly reduce potential losses from failures in the transportation management system. Recommendations are given for mitigating risks and damage in the transportation management system.
Evaluate the effect of combined local and systemic therapy with mesenchymal stem cells (MSCs) on the immunophenotypic profile (IPT) of peripheral blood mononuclear cells (PBMCs) in patients after liver transplantation. Materials and methods: In a randomized prospective study, 30 patients received MSC therapy, while 30 patients were on standard immunosuppressive therapy. IPT of PBMCs was performed using multicolor flow cytometry. Functional parameters of the graft, tacrolimus concentration, morphological signs of rejection, and clinical outcomes were evaluated.
The MSC group showed faster functional recovery of the graft with accelerated decrease in ALT levels on days 7 and 10 (p< 0.05) with significantly lower tacrolimus concentration throughout the observation period. The frequency of immune-mediated graft dysfunction in both groups was 20%; however, the MSC group showed a lower rejection activity index (RAI 6 (4; 7) versus 7 (4; 8) points) and no cases of humoral rejection. IPT revealed a decrease in the absolute number of CD16+56+ natural killer cells, CD3+CD4+ and CD3+CD8+ effector memory T cells, naive mature B lymphocytes, and marginal zone B cells, with increased levels of myeloid and plasmacytoid dendritic cells and immunosuppressive B1a lymphocytes in the MSC group.
