Abstract

The theoretical and methodological foundations of depreciation of human capital are considered. Of particular relevance are the issues of its quantitative assessment in order to strengthen the country's innovation potential. The author's approach to calculating depreciation coefficients is presented. A methodology for assessing the level of depreciation of human capital, based on the pension system, is proposed and tested.

Abstract

The costs of STI consumers, STI generators, as well as SSSTI costs for the STI transfer from generators to consumers are considered in the article. The developed methodology for determining the optimal level of expenses for the functioning of the SSSTI and the methodology for assessing the technical, economic and organizational measures for the SSSTI development with regard to the found optimum are explicated. Possible strategy options for the development of the SSSTI are proposed, aimed at achieving the highest economic efficiency of the STI transfer process
