Aim and Scope
The journal is considered as a tool for the exchange of scientific, practical and popular information, providing a close relationship between science and production. In fact, it is a link between academic, university and industry science, developers, inventors and innovators, innovation companies and all enterprises of the industrial complex. The main specialization is innovation.
Goals and objectives of the journal:
- improving the image of science and education in Belarus
- establishing the information exchange between scientists and the public in Belarus
- promoting the achievements of domestic and foreign science, engineering and technology
- keeping up to date with the latest science and technology news
- promoting the promising areas of academic, university and industry science, developers, inventors and innovators
- disseminate scientific, technical and commercial information about the scientific and industrial potential of the Republic of Belarus, technological and production capabilities of enterprises, and innovative activities.

Peer-Review
A double-blind peer review method is mandatory for processing of all scientific manuscripts submitted to the editorial stuff of "Issledovaniya i praktika v meditsine" («Research ‘n Practical Medicine Journal»). This implies that neither the reviewer is aware of the authorship of the manuscript, nor the author maintains any contact with the reviewer. The manuscripts are sent to two reviewers for evaluation.
- Members of the editorial board and leading Russian and international experts in corresponding areas of life sciences, invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief or science editor choose readers for peer review. We aim to limit the review process to 6-8 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
- Reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
- to accept the paper in its present state;
- to invited the author to revise their manuscript to address specific concerns before final decision is reached;
- that final decision be reached following further reviewing by another specialist;
- to reject the manuscript outright. - If the reviewer has recommended any refinements, the editorial staff would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation.
- We politely request that the editor be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
- If author and reviewers meet insoluble contradictions regarding revision of the manuscript, the editor-in-chief resolves the conflict by his own authority.
- The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.
- Upon the decision to accept the manuscript for publishing, the editorial staff notifies the authors of the scheduled date of publication.
- Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, editor-in-chief rules final solution of every conflict.
- Original reviews of submitted manuscripts remain deposited for 3 years.
Publishing Ethics
The editorial policy of the journal "Science and Innovations" is closely related to the ethics of scientific work. It implies, first of all, a set of moral principles which scientists follow and observe in their work and which ensure the functioning of science itself. In addition, the journal "Science and Innovations" is one of the HAC peer-reviewed journals, that also binds its editorial board to comply with certain important moral and ethical principles and organizational norms.
The journal’s editors respect the rights of the authors who sent their papers for publication, protected by Belarusian laws and international acts. In particular, the latter include the "Recommendation Concerning the Status of Scientists", adopted by the 18th General Assembly of UNESCO in Paris on October 20, 1974 and ratified by the governments of most UN member countries. It greatly contributed to the protection of the rights of scientists and seriously contributed to scientific progress. This document states that scientists are to play an important role in improving science efficiency and scientific methods for the benefit of mankind, to contribute to the maintenance of peace and reduction of tension in international relations. The recommendation emphasizes the special responsibility of all powers and governments to protect the rights of scientists and to provide adequate conditions for scientific research.
The editorial board of the journal "Science and Innovations" consider the right of authorship of works submitted for publication as based on the obligatory observance of three conditions:
1) a significant contribution to the concept and design of the study or to the analysis and interpretation of data;
2) writing the text of the article or making fundamental changes to it;
3) approval of the final version, which is submitted for printing.
On their part, authors submitting their work for publication in the journal “Science and Innovations” must ensure that the articles:
– are original (not published earlier in other editions in their current or similar form);
– are not under consideration in the editorial offices of other editions, and all possible conflicts of interest related to copyright and publication of the articles in question have been resolved;
- do not violate any of the existing copyrights, and therefore guarantee the publisher compensation for losses in case if such violations detected;
– to ease the distribution and to ensure the policy on the use of materials, the authors transfer the exclusive ownership of the manuscript to the publisher, unless otherwise provided.
The following can be considered as a violation of ethics of science:
- fabrication, falsification of data by secretly selecting them and rejecting unwanted results, by manipulating images or illustrations;
- incorrect statements in the application letter or application for support (including false statements regarding publications in which the work appeared, as well as works accepted for publication);
– infringement of intellectual property rights in relation to works of another author protected by copyright, significant scientific discoveries, hypotheses, theories or research methods, such as:
a) unauthorized use, including usurpation of authorship (plagiarism);
b) misappropriation, according to experts, of research methods and ideas (theft of ideas);
c) usurpation of scientific authorship or co-authorship, or their unjustified appropriation;
d) content falsification;
e) unauthorized publication and granting access to third parties to works, findings, hypotheses, theories or scientific methods not yet published;
– claiming (co)authorship with another person without his/her consent;
– sabotage of research work (including damage, destruction or forgery of experimental facilities, equipment, documentation, apparatus, software, chemicals or other items necessary for the experiment);
– joint responsibility may result from: 1) active participation in violations of scienсe ethics committed by others; 2) awareness of falsification committed by others; 3) co-authorship in falsified publications; 4) obvious neglect of the duties of control.
In accordance with the editorial policy of the journal "Science and Innovations" it is unacceptable:
- verbatim copying of another person’s work without indicating its authorship, reference to the source and the use of quotation marks;
- an incorrect paraphrase of another person’s work, in which more than one sentence was changed within the same paragraph or section of the text, or the sentences were arranged in a different order without a corresponding reference to the source. Significant incorrect paraphrasing without reference to the source is equivalent to verbatim copying;
- use of elements of another person's work without attribution, for example, a picture, table or paragraph without an acknowledgment, attribution to the source or the use of quotation marks. Authors must obtain permission from the copyright owner to use elements of his work;
- self-plagiarism: authors must indicate that their work is being published for the first time. If the elements of the manuscript were previously published in another article, including the “Vestnik”, then the authors are obliged to refer to an earlier work. Indicate what is the essential difference between the new work and the previous one and, at the same time, identify its connection with the research results and conclusions presented in the previous work. Word-for-word copying of one's own work and paraphrasing it is unacceptable.
Acts inherent in research processes, as well as non-falsified (unconscious) research errors, data conflict, different reading and interpretation of the results and experimental developments are not considered violations of ethics in scientific research.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Science and Innovations" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Science and Innovations", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Science and Innovations" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
