The author’s models of the influence of the IT sector on the socio-economic system and institutional interrelation between the subsystems of the information economy were developed, the mechanism for assessing the economic efficiency of the information economy from the position of reducing the amount of information and transaction costs was proposed. New institutions of the information economy that coordinate the interaction of state institutions, business and individuals have been identified. The interrelation between modern information innovations and low transaction costs, their impact on competitiveness at micro and macro levels were showed. Perspective economic instruments of the new economic system, including the development of information logistics, elements of distance education and blockchain-technologies in Russia and Belarus were considered.

Abstract

The article is devoted to the analysis and assessment of the intensity of sectoral structural shifts in the Belarusian economy for the period from 1990 to 2020. Their key features and specifics are determined, the convergent nature of changes in the sectoral structure of the economy of Belarus and the economies of developed countries is established. The conclusion about the decrease in the intensity of structural changes in the republic is substantiated, which indicates a slowdown in the growth potential of the economy and necessitates the implementation of the state structural policy.

Abstract

The Belarusian national model of recovery of economic entities of the public sector assumes mandatory consideration of these issues by regional commissions for the prevention of economic insolvency (bankruptcy). The issues of expediency of participation of mediators in resolving disputes between creditors and debtors are considered. It is proposed to conclude mediation agreements on the basis of commissions with the participation of the debtor, creditors, other interested parties with the involvement of a mediator.
