Проведен анализ мирового опыта использования инструментов инвестиционной политики для стимулирования развития инновационной экономики: государственной системы исследований, разработки и внедрения инноваций в компаниях, распространения технологий, финансовой и нефинансовой поддержки бизнес-НИОКР и новшеств, коммерциализации результатов исследований, кластерной политики, стратегии развития человеческого капитала и др. Определены ключевые принципы проведения инновационной политики в условиях цифровизации, проанализирован опыт зарубежных стран в этой сфере, изучены различные инструменты этой деятельности, включающие гранты, налоговые стимулы, функционирование лабораторий и инкубаторов, государственные закупки, консультационные услуги.
The article analyzes the International experience of using investment policy tools in the interests of stimulating the innovative development of the economy in various areas: the state system of research, development and implementation of innovations in companies, technology diffusion, financial and non-financial support for business R&D and innova- tion, commercialization of research results, cluster policy, strategies for the development of-commercial capital, etc. The key principles of innovation policy implementation in context of digitalization are defined. The experi- ence of foreign countries in supporting research and investment trends of countries in the creation and implementation of innovations is analyzed. The program documents that formulate the government's vision regarding the contribution of science, technology and innovation to socio-economic development are studied. Various instruments of digital innovation support have been studied, including grants, tax incentives, the functioning of laboratories and incubators, public procurement, consulting services, etc.
